The Farley Center is committed to helping those who serve and protect our communities overcome addiction and achieve lasting recovery. By providing a supportive, comprehensive, and confidential treatment environment, the program aims to restore the health and well-being of public safety professionals including police officers, firefighters, emergency medical technicians (EMTs), dispatchers. and other first responders.
We provide a full continuum of care including Detox, Residential, Partial Hospitalization (PHP), and Intensive Outpatient (IOP) as well as trauma-informed care and treatment for co-occurring mental health diagnoses.
Our team includes peer support, professionals with a long track record of public safety competency, and professionals who develop and provide programming relevant to the unique needs and concerns of public safety professionals. We provide individualized treatment that respects the context of demanding fast paced professions in the public eye.
The Farley Center Public Safety Professionals Intensive Outpatient Program (IOP) provides a supportive, therapeutic environment where clients benefit from access to a licensed clinician and connection with peers who share similar experiences.
Whether an individual is transitioning from a higher level of care or newly entering treatment, our Public Safety IOP provides structure and support for long-term recovery.
Rich Creamer is a US Navy veteran and a retired 24-year Sergeant of the Norfolk Police Department. Like many, Rich started his career patrolling the highest crime areas of the City of Norfolk and was later assigned to the following specialty units: Gang Unit, Homicide, FBI Violent Crime Task Force, Cold Case Homicide, Training Division and Criminal Intelligence Unit. Rich received various awards such as Officer of the Year, two US Attorney Public Service Awards and multiple police commendations.
Rich’s final assignment was to the Norfolk Police Department’s Training Division, where he was responsible for the development, maintenance, and instruction of courses related to Critical Incident Stress Management and Peer Support. Rich provided comprehensive CISM/Peer Support services to the Norfolk Police Department as well as other emergency services agencies throughout the region. He serves as a consultant with International Association of Chiefs of Police (IACP) Collaborative Reform Initiative-Technical Assistance Center for Officer Wellness. Rich is also credited with development of the Norfolk Public Safety Wellness Initiative which included the path for the first facility dog program in the State of Virginia, a state-of-the-art functional fitness facility, and the development of holistic wellness plan with a local wellness facility that offered public safety employees float therapy, nutrition, infrared sauna and chiropractic sessions at no-cost. Rich holds both a Bachelor’s degree from Old Dominion University in Sociology and a Master’s degree from Liberty University in Human Services Counseling.
Maddie Vann, LPC, CSAC, is a therapist focusing on addiction/recovery, trauma and grief. She has worked at The Farley Center in a range of capacities, including small group counselor, over the past five years. She also has worked in private practice. Maddie is married to a retired US Navy veteran and is a mother of four, including an active duty infantryman. She has a focus, and specialized training, on counseling military, veteran and LEO/first responder individuals.
As trauma program manager, Maddie will be enhancing the trauma offerings at The Farley Center, to include providing trauma therapy individually and in groups, and leading large group educations to support clients’ increased understanding of the links between trauma, grief, and addiction.
She completed her counselor training at the College of William & Mary’s School of Education. She additionally completed a Master’s in Public Health at the Tulane University School of Public Health, and has worked in public health policy development, as well as public relations and health and medical journalism, prior to devoting herself to providing therapy to individuals seeking recovery from addiction.
